00The Vice President of PACE reports to the Chief Executive Officer and is responsible for developing, managing, and expanding Esperanza's Program of All-Inclusive Care for the Elderly in a heavily regulated capitated environment.
This position plays a key leadership role, working closely with staff across the organization to ensure program success.
They will define, implement, and monitor strategic priorities and key performance indicators for the program.
They will also be responsible for managing the PACE program budget, ensuring the program's fiscal sustainability, and complying with state and federal contractual requirements.
Finally, they will manage vendor contracts and work with Esperanza's external affairs team to maintain positive public relations for the program.
Primary Duties and
Responsibilities:
Leadership and Program Operations Management Demonstrates personal leadership and ethical business practices.
Establishes an effective method of oversight to ensure strategic initiatives and operational goals are met.
Maintains compliance with State and Federal regulatory and contractual requirements, including reporting requirements.
Recommends quality improvement metrics and engages in activities to advance high quality care for the PACE program.
Enhances own professional expertise, management competency and leadership skills through education and training.
Creates opportunities for staff advancement, develops mentorship systems across departments and advocates for front line staff using principles of diversity, equity, and inclusion.
Facilitates broad education of PACE within Esperanza and works to continuously integrate the PACE program within the broader organization.
Financial, Contract, and Network Management Develops and manages program business model and budget.
Holds accountability for the financial viability of the PACE program, including active management of the Medical Loss Ratio.
Negotiates and manages contracts with vendors.
Develops and maintains relationships with key officials of facilities such as hospitals, nursing facilities (NF), and assisted living facilities (ALF).
Develops and maintains relationships with the referral base, including individual physicians, physician practices, facility administrators (NF, ALF, hospitals), and other community-based organizations.
Public Relations Collaborates with External Affairs team to conduct government relations with Centers for Medicare and Medicaid Services, the Illinois Department of Healthcare and Family Services, Illinois Department on Aging, and local agencies.
Participates and responds to media and public relations opportunities as requested by the External Affairs team.
Identifies and collaborates to secure fundraising opportunities.

A minimum of five years of health-related experience.
A minimum of one year of experience working with older adults and/or long-term services and supports.
Strong knowledge of managed care and primary care principles.
Knowledge of health care financing, including Medicaid, Medicare, Home and Community-Based Services, and prospective payment systems.
Strong communication and leadership skills.
Ability to manage multiple priorities simultaneously and effectively handle the emotional stress of the workload.
